Their expiration has shifted more costs onto consumers and raised concerns about coverage levels.&nbsp;<h2 class="st-heading-2">What Changed Under The ACA</h2>The subsidies, enacted in 2021, capped premiums at 8.5% of household income for higher earners and eliminated premiums for some lower-income enrollees.
