Trump admin (via the Dept of Ed, implementing provisions from the 2025 Working Families Tax Cuts Act / “One Big Beautiful Bill”) has finalized rules that restrict or eliminate federal student loan access for college programs whose graduates do not meet certain earnings thresholds 
 
Programs are evaluated using IRS data on graduates’ median earning. Graduate programs face a higher bar tied to bachelor’s-degree median earnings. Programs that fail in multiple consecutive years lose eligibility for federal Direct Loans. 
 
DoE data analyses specifically identify programs in social work, art/fine arts/studio arts, religious studies, teaching aides/early childhood education, & music
