$POR Oregon regulators just slapped POR with conditions that effectively halt its planned holding company reorganization. The Oregon Public Utility Commission's final order adds severe restrictions on dividend payments and credit ratings – provisions PGE explicitly states will cripple its ability to fund critical reliability, clean energy, and infrastructure investments.
