The shutdown, which has entered its 29th day, could trim up to 2% from fourth-quarter GDP in 2025, it said.While most of the lost output may eventually be recovered, the CBO projects a permanent hit of up to $14 billion if the shutdown stretches through November.CBO expects the economy to struggle due to delayed government spending on employee compensation, goods and services, and the suspension of benefits such as food stamps for low-income Americans.In a letter to House Budget Committee Chair Jodey Arrington, CBO Director Phillip Swagel noted that the actual economic toll remains uncertain and will depend on administrative decisions during the funding lapse.The CBO outlined three possible outcomes — if the shutdown ends this week, the economy would lose about $7 billion&nbsp;but if it extends until November 12, it could raise the losses to $11 billion, and a prolonged closure through November could bring total losses to $14 billion.<h2 class="st-heading-2">Impact on Federal Jobs</h2>The shutdown has come at a cost to nearly 750,000 federal employees&nbsp;who&nbsp;have been furloughed since government funding expired on October 1. While the Trump administration has ensured continued pay for U.S. troops, law enforcement, and immigration officers, many other federal workers remain on the job without pay.The shutdown has further exposed political rifts in Washington. The Committee is attentive to the risks to both sides of its dual mandate and judges that downside risks to employment rose in recent months,” the FOMC said.<h2 class="st-heading-2">Miran Votes For A Bigger Cut</h2>The FOMC voted 10-to-2 to cut rates by 25 bps, with President Donald Trump’s pick, Governor Stephen Miran, voting for a 50 bps cut once again, after a similar vote in the September meeting. Kansas City Fed President Jeff Schmid voted to keep the policy rate unchanged.Meanwhile, U.S. equities rose in Wednesday’s afternoon trade. Fed Cuts Rate By 25 Basis Points, In Line With Expectations

So for me, it makes total sense. It’s like electricity, it’s going to change so much of what we do. And it will matter greatly,” El-Erian said.He added that there will be some losers in the AI space, but said this is still a better system than the one in China, where the government says what should be done. He thinks this system will also have better outcomes because of the competition.<h2 class="st-heading-2">Soaring Valuations</h2>El-Erian’s comments come at a time when AI bellwether Nvidia Corp. According to data from the Mortgage Bankers Association, the 30-year fixed-rate mortgage (FRM) was down to 6.3%, its lowest level since September 2024.“Mortgage rates decreased for the fourth consecutive week, with the 30-year fixed rate down to 6.30 percent, its lowest level since September 2024,” said Joel Kan, MBA’s Vice President and Deputy Chief Economist. “This recent decline in rates spurred the second consecutive week of increased refinance activity, driven mainly by conventional refinance applications.”<h2 class="st-heading-2">Inventory At 5-Year High</h2>Yun stated that inventory levels have risen to a five-year high. For home buyers, this presents more room for negotiating prices.“Looking ahead, mortgage rates are trending toward three-year lows, which should further improve affordability, though the government shutdown could temporarily slow home sales activity,” he added.Meanwhile, U.S. equities rose in Wednesday’s opening trade. The Fed finds itself trapped — if they don’t cut rates, they could trigger major market problems, regardless of inflation concerns,” Tigay said.<h2 class="st-heading-2">Challenges From The Government Shutdown</h2>Concerns have, however, been raised that the federal government shutdown, which has entered its 29th day, could result in challenges for the Federal Reserve to form its monetary policy decisions given the lack of enough data.The jobs report was last published in September, for August, while the White House said last week that a government shutdown <a href="https://stocktwits.com/news-articles/markets/equity/government-shutdown-could-prevent-october-cpi-release/cLGJooeR3t4">may prevent the release</a> of the October Consumer Price Index (CPI) data.&nbsp;“Without the usual government data releases (like Septembers jobs report) to provide a clear labor market signal, investors are turning to private sector indicators,” Tigay said.He added that the recent surge in bank earnings, which have shown strength and resilience, is being interpreted as a significant positive sign for underlying economic health and stability, even as central banks continue on a path of coordinated global easing.<h2 class="st-heading-2">Some Hint At Volatility Post Fed Announcement</h2>With insufficient data and a highly visible AI-based rally, there is a concern of a sell-off or higher volatility during trading hours on Wednesday. According to Reflexivity, an AI market research firm used by hedge funds and trading desks, the market will closely watch Fed Chair Jerome Powell's press conference for clues about whether this cut represents "fine-tuning" or the start of a new easing cycle.“The durability of current market optimism depends on both concrete progress in geopolitical situations and clear Fed communication about future policy direction,” Reflexivity said.Chief Global Strategist at Freedom Capital Markets Jay Woods, said that one could see excessive volatility after the press conference, and this is more likely to be a ‘sell the news’ event. “Any sell-off should set us up for a rally later in the year and pick up steam as we head into the final earnings season of 2025,” he added.“Watch the direction of the market as Powell answers questions and the trend as we close out the day on Wednesday. That should be the tell of the market’s direction going forward the rest of the month,” Woods noted.<h2 class="st-heading-2">Rate Cuts Amid Trade War</h2>The expected rate cut comes at a time of geopolitical talks between the U.S. and other countries, with the former imposing heavy tariffs on global trading partners since the beginning of this year, which has led to a surge in costs for companies and living costs in the U.S.“The market continues to look through international volatility as it understands that the fundamental trade of the AI story means more to the market than geopolitics,” David Wagner, Head of Equities and Portfolio Manager at Aptus Capital Advisors, said.U.S. President Donald Trump is currently touring Asia this week and meeting leaders from Malaysia, Japan, and South Korea to discuss trade deals and lower tariffs on U.S. exports. Trump would be meeting China’s President Xi during the Asia-Pacific Economic Cooperation summit on Thursday.&nbsp;Annex Wealth Management’s Chief Economist Brian Jacobsen said that the Fed will likely steer clear of geopolitical issues. “They will likely flag whether all the troubles in the world pose a bigger threat to growth or inflation. They did get the sequence of effects from tariffs wrong since they feared the inflation effects more than the growth effects. In a note released Monday, Morgan Stanley Chief U.S. Economist Michael Gapen said limited data availability should not stop the Fed from reducing its policy rate again in October and signaling another cut is likely in December. “But it could limit how far rate guidance extends past year-end,” he said.Powell will host a press conference at 2:30 p.m. ET to explain the logic behind the rate decision and the outlook for rates. Even as more than half of Fed officials&nbsp;<a href="https://stocktwits.com/news-articles/markets/equity/fed-minutes-half-officials-expect-two-more-rate-cuts-by-end-of-2025/ch6EAFlR30c">expect</a> two more rate cuts in 2025, the firm said it’s not a given yet.“For Fed policy makers, the ultimate nightmare would likely be having to re-adjust rates back up to fight inflation triggered in part by cutting too dramatically. This happened in the 1980s and has become a third rail for the central bank. Institutional memories are long,” the firm said in its note.<h2 class="st-heading-2">Not Everyone Agrees</h2>Analysts at ING stated in a recent note that they expect a 25 basis point cut in December, and a total of 50 basis point cuts in early 2026.Likewise, Jeremy Siegel, Wharton School professor of Finance and WisdomTree chief economist, expects two 25 basis point cuts in October and December. “I put the odds north of 90% that we get the December cut as well, and I see room for additional quarter-point reductions in early 2026 if the disinflation trend persists,” he said.Meanwhile, U.S. equities rose in Tuesday’s afternoon trade.
